Try HOT washcloth, put it over the ingrown hair, till starts to cool, do that again, and again. This will open the pore and loosen the hair folicle.

You can figure the rest, based on the other answers, pull, pluck, pinch, poke. All should be easier.

Here are some other ideas, from the web too.

Depends on how many you have.

I get the odd one or two on my neck whenver i wet shave, i normally use an electric razor.

My method involves my swiss army knife and my wifes tweezers.

First i dig out a part of the hair with the knife then i yank it out with the tweezers. Each time you will be amazed at how long they are!!

.. I've given up on shaving .. after a few days of growth .. I just take my head shaver with no clip on it .. and scrape away. What a workout for my skin .. gets rid of a lot of dead skin too.

Plucking (tweezing), Shaving, Depilatory creams and Waxing are temporary hair removal methods.

Waxing usually lasts for 3 weeks, but it is painful.

Electrolysis and laser hair removal are "permanent" hair removal methods but are expensive and you have to find a trained professional, otherwise your skin could be damaged.
