its in the area that i want to put the tat so i figured i could kill two birds with one stone...the area where the ingrown hair was is kinda purple and black and just looks gross and i would rather have a tat covering it up.

You should take care of the problem before trying to cover it up.
An ingrown hair can be treated with a sterile needle to release it from under the skin. Once it's released, then let it heal.
A tattoo may make it worse instead of hiding it. The ink could cause an infection if the area is already in bad shape. From your description, it sounds like it may already be infected, so go to a doctor before you go to the tattoo artist. The artist will probably tell you the same thing.

if it is scar tissue the ink might not stick to the area. but you can always try. go to your local tat parlor and ask them they will give yo an honest answer

I had a vaccine scar covered with a tattoo ( for some reason this one hurt like H__ when it was being done)

The scar from the in grown hair will heal on it's own so I wouldn't put a tatoo their just to cover it. You have to ask yourself if that is your first place you would pick for a tat if you weren't trying to hide something. If it isn't don't put it there. 5 yrs from now the scar will be gone but that tatoo will still be there.

I wouldn't have a tattoo put over that.......though if that is what you want then ask the tattoo artist---he may not want to tattoo over it....
