Wax or use a razorless hair remover such as veet....razors cut the hairs at an angle that causes them to grow back weird...there is no other way to stop it either than refrain from razors..i promise! :)

Here you go,

When you shave, try to shave only in one direction. if you go down your leg, dont shave back up the opposite way. This bends hairs and leads to ingown hairs. Also get some sort of aftershave cream, like a moisturizing lotion to apply directly after. I use "biotherm aquapower" its a little expensive but good.

Also I have found that if you use a scruntchie like sponge in the shower you can use that to wash your legs. This helps loosen up the micro hairs and if any are headed towards ingrowth, it will hopefully pull them out. There will always be a few hairs here and there, but this should help you not have thousands.

the only things i can suggest are waxing and razorless shavers like veet or even try nair but that one smells horible so take your chances
